Introduction

“The right to move liberally for employment is an important human right in the context of better livelihood prospect where local economies offer limited source of income options, Thus mobility and migration are not in themselves risk factors for HIV, but can create circumstances in which people are more vulnerability. Hence, HIV & AIDS intervention strategies need to focus on reducing the vulnerability of migrants, not on reducing migration itself. Migration has always been a fact of life and will only increase with changing patterns of economy, Domestic or Community Conflicts, War, Political unrest, Natural calamities and so on.”  

The project "Comprehensive Package of Mobile Population and their families" under UNDP/DFID fund continued from June 2006 and has been extended from November 2007 to December 2008. The purpose of this project is to deliver information and counseling on STI, HIV & AIDS moreover to strengthen VCT/STI services to mobile population and their families in the communities with an extensive mobilization of 60 local peer educators and 4 Outreach Educators in 20 Village Development Committees (VDCs) of Parsa district. 

The 20 VDCs  (Sugaulibirta, Bindabasini, Bairiyabirt, Bishrampur, Bahuwarwabhatha,  Jhauwaguthi,  Shivbarwa,  Shirsiya Nautaz, Pokhariya, Basantapur, Dhore, Pakaha Mainpur, Govindpur, Mudali, Hariharpurbirta, Vedihari,  Langadi , Dhobini,  Tulshibarwa and Vishwa )  under this project are divided into 4 clusters (clusters - A, B, C and D), each cluster has 1 Outreach Worker to facilitate, monitor and support Peer educators for day-to-day field activities. Mobilization of Peer educators through Outreach Workers is a strategic approach for effective and sustainability of the program.  

One DIC in urban based and 3 Information, Communication Counseling centers in rural based established and provided services on HIV, AIDS and STI. 

The beneficiaries of the projects were Migrant worker, Spouse of migrant worker, Potential migrant worker and Families of migrant worker.

Objectives  

  • To operate information and counseling services through strategic locations in Parsa district which are frequented by mobile population 
  • To establish the linkage with an existing VCT/STI services accessible for that location.
  • To mobilize peer educators by adoption of the peer education manual
  • To mobilize theatre groups in HIV & AIDS to organize street dramas including message/ content material relevant to HIV & AIDS prevention, care and support issues and to present these to the communities where vulnerable groups reside and during strategic timings.
